The Ministry of Mental Health and Addictions brings mental health and addictions into focus to better address some of society’s most complex, misunderstood, and stigmatized issues. The ministry has overall responsibility for the development of coherent, accessible, and culturally safe mental health and substance use systems of care that are effective for individuals and families anywhere in the province.
The Treatment and Recovery Division works across ministries and the broader health and social sectors to develop and oversee initiatives and strategies to transform B.C.’s substance use treatment and recovery system. This includes leading policy and strategy to increase the availability, quality, oversight and accountability of adult treatment and recovery services. The division works with other ministries as well as researchers and experts, professional associations and unions, community service organizations, and people with lived/living experience to identify and respond to priority policy and program matters.
The Assistant Deputy Minister (ADM), Treatment and Recovery leads the expansion of new treatment, recovery, detoxification, and after-care services across the province. The ADM implements and oversees the implementation of the decriminalization of small amounts of illicit drugs for personal use, while balancing the implementation of rules and guidelines that protect public health and community safety. The ADM leads policy and legislation to strengthen governance, oversight, guidelines, and best practices for incorporating evidence-based care in the treatment and recovery system and provides briefings, recommendations and decision-making materials to the Minister, Deputy Minister, Cabinet, and government committees.
