**Key Responsibilities**
(1) Deliver on RPS strategies and direction by providing human resources advice, guidance and consultation as it pertains to training and development, labour relations, recruitment and retention, representative workforce, performance management, job design and classification, and other HR initiatives.
(2) Provide strategic advice and guidance to facilitate stronger employee relations, employee engagement, and effective performance management.
(3) Provide strategic advice and guidance on organizational change and design - proactively provide advice on policies and processes that may impact, influencing structure and redesign decisions.
(4) Address workplace conflict and labour issues to ensure timely resolve of issues and maintenance of a problem solving / functional work environment. Provide labour relations expertise on employee management in a unionized environment;
provide advice and guidance on labour relations issues including knowledge and awareness of the grievance procedures and process.
(6) Attends recruiting fairs, information sessions, educational institutions to provide information on civilian employment opportunities at the RPS.
(7) Participate and provide human resource expertise and counsel in divisional and departmental operational and planning meetings.
(8) Assist the Sworn Recruiting, Training and Development Units as required.
(9) Attend meetings and liaise with educational institutes, other government agencies, employment organizations and other community based organizations to create relationships in order to develop talent pools and advance representative workforce and recruiting efforts.
(10) Develop, implement and deliver corporate human resource policies and process initiatives that impact the service. (e.G. Harassment Training)
**Competencies**
(1) Bachelor’s degree in Business or Administration with emphasis on Human Resources and/or Human Resource Diploma and three to five years’ experience in Human Resource management principles, practices and legislation, including human rights, labour standards, occupational health and safety and current labour law.
(2) A CPHR (Chartered Professional in Human Resources) or equivalent designation is an asset.
(3) Knowledge of the Saskatchewan Employment Act, Occupational Health and Safety Regulations, Saskatchewan Human Rights Code as well as human resource policies.
(5) Experience working in a paramilitary organization along with a unionized environment is considered an asset.
(6) Excellent communication skills and the ability to articulate in writing or orally, very clear and concise messages.
(7) Good public relation skills and the ability to relate to and effectively deal with a diverse range of individuals.

$86,391.00-$112,517.00 per year
